Will heat cable fix my ice dams?

It will melt a channel through the dam so water can escape, which prevents the backup. It does nothing about the cause, it costs money to run all winter, and the cable has a service life measured in a handful of years. It is a reasonable last resort on a complex roofline where insulation work cannot reach. It is a poor first choice, and it is sold as a first choice constantly.

Why do I get ice dams when my neighbor does not?

Usually attic heat, not weather. Recessed lights, a leaky attic hatch, ductwork in the attic, an unsealed top plate, or insulation that was never carried out over the exterior wall will each do it. Two identical houses can behave completely differently for reasons entirely inside the roof.

Do gutters cause ice dams?

No. A gutter full of ice is a symptom that gets blamed for the disease. Removing gutters does not stop dams forming at the eave, and it introduces a foundation drainage problem in exchange for nothing.

Is this worse at higher elevation?

Meaningfully so. Woodland Park at 8,465 feet holds snow on the roof for weeks rather than days, and Monument on the Palmer Divide is not far behind.
