Do I own the lights?

Depends on the arrangement. Purchase means they are yours and we store them. Lease is cheaper up front and we maintain and replace them. Both are common and worth comparing.

Will this damage my roof or gutters?

Not when it is clipped. Damage comes from staples, nails, and ladders resting directly on gutters. We clip everything and use standoffs, which is the same discipline that keeps us from bending gutters doing window work.

What about permanent lighting?
